Professional Digital Competence Framework for Teachers

The framework is a guidance document to improve the quality of teacher education and continuing professional development of teachers. The purpose of the framework is to establish a common conceptual framework and frame of reference for what teachers' professional competence entails. It specifies two aims which centre on professional development and actual practice of the profession.

BACKGROUND: This framework was developed by the Norwegian Centre for ICT in Education in 2017, which was established as an agency under the direct authority of the Norwegian Ministry of Education and Research. It serves as a conceptual framework for the following uses: 1) Developing common national frames for teacher education 2) Planning and implementing initial and continuing teacher education 3) Evaluating and following up on teachers' professional digital competence.

SUMMARY:

The Norwegian Professional Digital Competence Framework for teachers describes seven key competence areas of:

- subjects and basic skills,

- school in society,

- ethics,

- pedagogy and subject didactics,

- leadership of learning processes,

- interaction and communication, and

- change and development.

Each of the seven competence areas describes the knowledge, skills and competence to meet the area's requirements and/or to action plan how to reach the described requirements. All of these competence areas are equally vital for a digitally proficient teacher. It is built on top of the Basic Skills Framework and the National Qualification Framework to assist the teachers in developing framework plans and guidelines for education, implementing continuous professional development and evaluating their status of digitalisation. This framework is targeted at policy developers, head of departments and teachers.
