This document describes technical and vocational education in Azerbaijan: Organizational structure, access and admission, curricula, certificates, teaching staff, planning, administration, participation of social groups, and financing. It reflects the current problem of refugees and internally displaced persons and their impact on education. It ends with proposals on decentralization and institutional reforms.
