This is the Final Report of UNESCO’s Second International Congress on Technical and Vocational Education held in Seoul, Republic of Korea, from 26-30 April 1999. It includes an introductory chapter, the keynote presentations held in the plenary sessions, the reports of the four commissions, the oral report of the Rapporteur-General, and the recommendations adopted at the Congress.
