The Human Resource Development Council (HRDC) is mandated to situate, promote and support skills development within the wider socio-economic development. The HRDC interfaces with TVET institutions, employers, industry associations, unemployed youth/people, universities and other key constituencies to ensure relevant training is delivered with a futuristic outlook.

It envisions being at the forefront of human capital development by fostering institutional synergies to enhance workforce skills and competencies. Guided by the HRDC Act, its mission includes advising the Minister on human resource development policies, managing the National Training Fund, and bridging education, training and workplace needs. The HRDC promotes stakeholder dialogue, reduces skill mismatches and encourages employer investments in staff training to align with socio-economic demands. It commissions research on human resource development, monitors the relevance of training programs and implements skills development and apprenticeship schemes. Additionally, the HRDC supports retraining and multi-skilling initiatives, encourages participation in training programs and provides incentives for training institutions to upgrade equipment and facilities.
