The Public Authority for Applied Education and Training (PAAET) was established to incorporate the various educational facilities that had been created to fill the need for technical and vocational education and training in Kuwait.

The PAAET, as an educational institution, seeks to provide the best in education and training, in order to contribute to supporting the goals of development and upgrading in society and to consolidate the conviction that every citizen is part of human capital that must continue to be developed and invested at the same time in a continuous and escalating process.

The authority's mission is the development of human resources in order to build the future Kuwait by restructuring the institutions of applied education and their programs and developing them on an ongoing basis and designing a national system for Kuwaiti vocational qualifications. Therefore, the authority is constantly keen to develop its educational programs and keep pace with e-learning, and it always seeks to keep pace with the requirements of the times by developing new sectors that serve the educational process. The PAAET believes in the importance of developing, building and refining talents, whether at the academic or societal level. It aims to become a leading academic institution in the ranks of other global institutions.
