Introduction

UNESCO-UNEVOC, UNESCO Kathmandu and the Council for Technical Education and Vocational Training (CTEVT), a UNEVOC Centre, is organizing a National TVET Policy Dialogue in Kathmandu, Nepal. The theme of the dialogue is ‘Strengthening TVET for sustainable development in Nepal: International trends and their relevance for Nepal TVET sector strategic plan - Harnessing digital transformation, private sector engagement and greening TVET.’

The National TVET Policy Dialogue will serve as a high-level forum for discussions and exchanges among policymakers, practitioners and stakeholders within the TVET and skills development ecosystem. It aims to facilitate the implementation of the TVET Sector Strategic Plan (2023-2032) developed by the Government of Nepal, which emphasizes:

• Access and Equity
• Quality, Relevance, and Efficiency
• Coherence and Transferability
• Governance and Management.

The event will focus on building a shared understanding of strategic orientation and priorities thus shaping TVET through the exchange of global best practices.

During this two-day event, presentations, panel discussions and interactive working groups will take place. The sessions will culminate in developing a policy recommendation note aimed at guiding actionable improvements and fostering alignment across the national TVET landscape.

Objectives

This policy dialogue will serve as a platform for key stakeholders to:

• Assess global and national TVET trends: Understanding international trends in TVET, focusing on digital transformation, greening TVET, private sector engagement and sustainable development, and how they can be adapted to Nepal’s context.
• Identify Challenges and Opportunities: Examining the bottlenecks and opportunities in implementing Nepal’s TVET Sector Strategic Plan, particularly in areas like greening TVET initiatives, work-based learning and digitalization.
• Strengthen Implementation: Exchanging ideas on best practices for successful implementation of the TVET Strategic Plan, including the roles of different sectors such as industry, education and labour.
• Promote Public-Private Partnerships: Exploring strategies to increase private sector involvement in TVET, fostering stronger linkages between training institutions and the labour market.

Target participants

The dialogue will bring together a diverse group of participants, including:

• Policymakers and decision-makers from the Ministry of Education, Science and Technology (MoEST), Council for Technical Education and Vocational Training (CTEVT) and related bodies.
• Representatives from the private sector, industry associations and employers.
• Development partners and donor agencies.
