This is the report of a subregional seminar for Eastern and Southern African Countries held in Nairobi, Kenya, from 15-19 September 1997. It includes presentations from Botswana, Ethiopia, Kenya, Lesotho, Malawi, Mauritius, South Africa, Swaziland, Uganda, the United Republic of Tanzania, and Zambia. Discussions and debates are summarized, and recommendations included.
