Access

Vocational education and training (VET) opportunities open to individuals, groups of individuals and enterprises to gain knowledge and skills for work. Access determines the fairness of an education and training policy and system. It can be influenced by a number of factors, including the criteria set for admission (e.g. education level); physical factors (e.g. the location of training institutions); economic considerations (e.g. the costs of education and training); social and cultural rules (e.g. attitudes towards certain population groups); and personal characteristics (e.g. disability).
