This revised and expanded multilingual glossary defines 430 key terms used in European education and training policy. Building on the Terminology of European education and training policy – A selection of 130 key terms, published in 2014, this latest version, which draws on the experiences of Cedefop’s experts, gives new definitions and covers the latest European Union policy priorities, particularly on skills intelligence and employment.
Terms are provided in 8 languages: German, Greek, English, Spanish, French, Italian, Dutch and Portuguese. Definitions are available in English, German and French.

Information and Communication Technologies (ICT) refer to a range of technologies and tools used to create, collate and communicate information and knowledge. ICTs are used in daily life to prepare documents, talk to others by phone, listen to radio and watch television programmes. Some ICTs involve one-way communication, while others facilitate two-way communication. Some can include only one medium (e.g. telephone), while others can handle more than one medium (e.g. computer and television).

For the purpose of statistical reporting and in the context of this guide, information and communication technologies (ICT) is defined as a diverse set of technological tools and resources used to transmit, store, create, share or exchange information. These technological tools and resources include computers, the Internet (websites, blogs and emails), live broadcasting technologies (radio, television and webcasting), recorded broadcasting technologies (pod casting, audio and video players, and storage devices) and telephony (fixed or mobile, satellite, visio/video-conferencing, etc.).

This manual presents a comprehensive set of internationally comparable indicators on the use of ICT in education, along with standardized definitions of key concepts, detailed measurement specifications and practical guidance on appropriate interpretation of the indicators. The proposed set of new indicators covers a wider range of conceptual domains, which will address policy needs at both national and international levels (e.g. WSIS, Millennium Development Goals and Education for All). They provide multiple angles for the assessment of ICT penetration in education systems in a comparative perspective.
