Low-qualified person

In the European Union, individual whose level of education or training attainment is lower than upper secondary (EQF levels 3 or 4).

Comment

Standard level below which an individual is considered as low-skilled depends, for example, on general level of education in a society, or on level of qualifications within an occupation;
actual level of qualification of an individual includes non-formal learning outcomes acquired through continuing training, retraining/reskilling, upskilling, work experience, or personal development.

This revised and expanded multilingual glossary defines 430 key terms used in European education and training policy. Building on the Terminology of European education and training policy – A selection of 130 key terms, published in 2014, this latest version, which draws on the experiences of Cedefop’s experts, gives new definitions and covers the latest European Union policy priorities, particularly on skills intelligence and employment.
Terms are provided in 8 languages: German, Greek, English, Spanish, French, Italian, Dutch and Portuguese. Definitions are available in English, German and French.

Having qualifications at level 1 of the European qualifications framework (EQF) for lifelong learning, that is: basic general knowledge, basic skills required to carry out simple tasks, and competence to work or study under direct supervision in a structured context.

This glossary is one output of European Commission project EAC/11/2008, 'Study on European Terminology in Adult Learning for a common language and common understanding and monitoring of the sector'. Two glossaries have been produced in the course of this project. Work on this study was led by the National Research and Development Centre for Adult Literacy and Numeracy (NRDC) at the Institute of Education, University of London, and carried out in collaboration with colleagues from the Deutsches Institut für Erwachsenenbildung (DIE) in Bonn, the Agence Nationale de Lutte congtre L'illetrisme (ANLCI) in Lyon, the University of Sheffield, and the University of Warsaw.
