4A framework

The 4A framework is an analytical tool to understand, monitor and evaluate TVET policies and initiatives related to building inclusive TVET. The framework is applied by the German development agency (GIZ) in its advice on assessing the provision of TVET programmes for learners with disabilities (ILO) and by the British Council on the inclusion of refugees in TVET (British Council).
