Background

As part of its mission to support Member States in strengthening and modernizing TVET systems, UNESCO-UNEVOC has been advancing efforts to promote inclusion in TVET. These efforts aim to reduce barriers to participation for disadvantaged groups through targeted activities, such as the development of a practical guide on inclusive TVET and a discussion paper on increasing the inclusion of migrants and refugees in TVET in the Arab States.

The practical guide is designed to assist TVET providers — formal, informal, and non-formal — as well as key stakeholders in building more inclusive and equitable institutions. It shifts the focus from simply identifying ‘what’ should be done to providing clear, actionable guidance on ‘how’ to foster inclusion in TVET. The featured worksheets, real-world examples and tools are adaptable to a wide range of local contexts.

The discussion paper is based on a UNESCO-UNEVOC and UNRWA joint initiative that explored ways to make TVET more inclusive for disadvantaged youth, particularly refugees and migrants across the Arab States. It identifies promising practices and institutional interventions, while offering policy recommendations and highlighting areas for further research.

UNESCO-UNEVOC is launching these publications at an online event on 21 May 2025. The event offers a platform for discussion, feedback and shared commitment to advancing inclusion in TVET.

To present and reflect on these key resources, UNESCO-UNEVOC will host a launch event on 21 May 2025, bringing together partners and institutions involved in the development of the guide and discussion paper. The event will provide an opportunity to share remarks on the documents, gather feedback, and chart a path forward for implementing the practical approaches outlined.

This event is open to UNEVOC Centres, UNESCO Field Offices and HQ, TVET institutions, national policy makers, and development partners who are committed to advancing inclusive practices in TVET and strengthening their institutional capacities to reach all learners.
