Advancing TVET through industry partnerships and innovation

Discussion paper

What makes an industry partnership capable of delivering lasting change in TVET? Drawing on discussions from the 2026 UNESCO-UNEVOC Bridging Innovation and Learning in TVET (BILT) event, this publication examines what makes industry-TVET partnerships effective and how they can support innovation, strengthen skills systems and improve responsiveness to changing labour market needs.

Through examples from different regions, it presents innovative practices, successful partnership models and lessons from collaboration between industry and TVET institutions. Focus is given to the policies, governance arrangements and financing mechanisms that create enabling conditions for cooperation. The findings show that sustained reform depends not only on effective partnerships but also on reliable investment in skills development.
