Survey on TVET institution resilience
The questionnaire on TVET institution resilience has been developed with the objective to gain insights into how TVET institutions have responded to various shocks and disruptions, including COVID-19, and their plans for dealing with such disruptions in the future.
It will be complemented by documentary analysis, experts’ workshops and key stakeholder interviews.
The survey is aimed at two main categories of stakeholder:
- Training providers: e.g. public and private secondary-level TVET schools, training centres or technical colleges, as well as post-secondary level universities or polytechnics, and NGOs providing non-formal TVET
- National TVET organizations: e.g. ministries of labour, education or TVET, national TVET councils, authorities or agencies
The questionnaire is structured in the following way:
- Section 1 explores understandings of the term “resilience” and how it is defined by the various TVET stakeholders.
- Section 2 aims to examine the response of TVET institutions to COVID-19 and the strategies/modalities employed in their response.
- Section 3 explores responses to other shocks and disruptions in the last five years.
- Section 4 encourages TVET institutions to look forward over the next ten years at anticipated shocks and disruptions.

Project background
The impacts of multiple and overlapping crises and shocks such as the COVID-19 pandemic, climate-related environmental vulnerabilities and extreme weather events, economic volatility and employment shocks, and the impact of conflict are evident on global, national and local economies. On top of this host of crises is the rapid pace of technological change, which is resulting in additional economic, educational and societal disruptions.
Many countries, regions and vulnerable populations have been disproportionately affected, often those with the least institutional and financial resilience. This highlights the need to improve access to capacity development through new knowledge and skills for education and training systems, institutions and stakeholders.
UNESCO-UNEVOC is implementing a year-long project titled Building resilience in TVET for a just and sustainable transition to strengthen the resilience of UNEVOC Centres and other education and training stakeholders as part of the pandemic recovery process. The project, which is implemented with the support of the German Federal Government through Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, seeks to stimulate opportunities for TVET systems, institutions and TVET stakeholders, including teachers and students, to adapt to new paradigms in education and training. This involves adopting resilient approaches and measures in planning, designing and implementing training in the areas of digital delivery, greening TVET and climate education, and inclusion and entrepreneurial learning for a transition to a more sustainable economy and society with fair and equal opportunities.
The project is anchored on several capacity building activities including a key research study that aims to support the development of a working definition of TVET resilience as perceived by various stakeholders and identify their needs for capacity building through data collection and analysis. The study would also collect evidence and best practices to formulate a guidance document to support policy-makers and decision-makers in building more resilient TVET systems.
