This document summarises some recent trends in secondary education policy in UNESCO's Member States and proposes a secondary education model that equips young people with multiple skills to enable them to enter and re-enter the workforce several times during their working lives if required and to re-train themselves when their skills become obsolete. It is aimed at policy makers in countries that are initiating reforms in secondary education as well as those countries that are reviewing the effectiveness of their education systems.
