Dear readers,
As we wrap up 2024, it's inspiring to reflect on the high level of activity within the UNEVOC Network, particularly in the realms of green and digital skills. This year's last edition of the UNEVOC Quarterly brings to light several key initiatives, publications and events.
The BILT expert group's report on green and digital skills for hospitality and tourism underscores the critical intersection of green and digital transformations within TVET systems. This sector is responsible for 8% of greenhouse gas emissions and highlights the urgent need for emerging skill sets.
During this period of enormous challenges and rapid development, innovation is the bid of the day for TVET providers. The Self-Reflection workshops in Asia and Africa played a pivotal role in helping institutions evaluate and enhance their ability to integrate new skills and qualifications.
In Nepal, a national TVET policy dialogue brought together over 100 key stakeholders to discuss the future of the country's TVET sector. The dialogue focused on greening TVET, digital transformation and private sector engagement. Likewise, in China, the TVET Leadership Workshop on Digital Transformation in Shenzhen brought together TVET leaders to tackle issues related to digital transformation in TVET.
These highlights, along with numerous other activities and partnerships detailed in this issue of the Quarterly, reflect our ongoing commitment to advancing TVET and addressing the evolving needs of the workforce. As we look forward to 2025, let us continue to innovate and collaborate, ensuring that TVET remains a driving force for sustainable development and economic resilience.

Six workshops strengthen TVET providers’ capacity to implement new qualifications and competencies
Between May and November 2024, the BILT project team implemented the BILT Self-Reflection Tool multiplier phase. This tool and the associated methodology are designed to help TVET institutions evaluate and enhance their ability to anticipate and integrate new qualifications and competencies.

National TVET policy dialogue Nepal
The future of Nepal’s TVET sector was at the centre of discussion in a national TVET dialogue event with more than 100 key stakeholders. The National Policy dialogue explored Greening TVET, Digital Transformation, and Private Sector Engagement. The event was organized jointly by UNESCO and the UNEVOC Centre in Nepal, the Council for Technical Education and Vocational Training.

Winners of the Skills in Action photo competition 2024
As every year, UNESCO-UNEVOC invited photographers from around the world to capture unique moments highlighting SKILLS IN ACTION. We received more than 600 submissions showing how TVET equips young people with skills for inclusive and sustainable societies.

TVET leadership workshop on digital transformation in Shenzhen, China
This edition of the TVET Leadership Workshop was organized by the UNESCO Chair on Digitalization in TVET at Shenzhen Polytechnic University (SZPU) in collaboration with the UNESCO-UNEVOC International Centre and the UNESCO Multisectoral Regional Office for East Asia. The workshop brought together 30 TVET leaders, government officials and leaders or directors from universities and TVET institutions from 24 countries across the Asia-Pacific and Africa.

Entrepreneurship education in the spotlight at the 10th UNESCO-APEID meeting in Tashkent
The meeting, titled "The Future of Youth and Entrepreneurship Education," took place in Tashkent, Uzbekistan, in October 2024. It gathered 200 participants from 35 UNESCO Member States. The event featured presentations from UNEVOC Network members on green, digital, and social entrepreneurship education in TVET and launched a special journal honoring Dr. Gwang Jo Kim.

NBTE partners with White Cloud Nigeria to promote welding training (UNEVOC Centre in Nigeria)
The National Board for Technical Education (NBTE-UNEVOC Centre in Nigeria) signed a Memorandum of Understanding (MoU) with White Cloud Nigeria Ltd to provide students welding trainings and programs using Soldamatic technology in Polytechnics across Nigeria. This partnership aims to enhance the apprenticeship system and modernize welding curricula, equipping students with advanced technical skills aligned with industry standards.

Workshop on 'Developing Apprenticeship Frameworks Based on Functional Roles (ACTVET-UNEVOC Centre in United Arab Emirates)
Abu Dhabi Centre for Technical and Vocational Education and Training (ACTVET) organized an online workshop titled ‘Developing Apprenticeship Frameworks Based on Functional Roles’ on 14 November 2024. The workshop provided an overview of how competency-based national qualifications are shaping the skills-based economy in the UAE. Participants were introduced apprenticeship frameworks and strategies for developing Effective End Point Assessments (EPAs)
Global Forum on digital transformation in TVET 2024 (UNEVOC Centres in China, South Africa and Finland)
UNESCO-UNEVOC in cooperation with Shenzhen Polytechnic University (SZPU-UNEVOC Centre in China) and UNESCO’s East Asia Regional Office, organized is Global Forum in October 2024 with more than 100 participants. It focused on advancing the digital transformation of TVET and building a dynamic TVET system. In a panel discussion themed ‘Global Governance and Policy Implementation on Digital Transformation in TVET’, Olivier Pieume (UNESCO-UNEVOC), James Keevy (JET Education Services-UNEVOC Centre in South Africa) and Tuukka Soini (Omnia – UNEVOC Centre in Finland), shared their insights on identifying and overcoming bottlenecks in implementing digitalization policies.

‘Seminar-Workshop’ on 'New Jobs and Emerging Technologies' (UNEVOC Centre in Costa Rica)
UNESCO-UNEVOC participated in a ‘Seminar-Workshop’ on New Jobs and Emerging Technologies organized by the National Institute of Apprenticeship (INA-UNEVOC Centre in Costa Rica) in October 2024. It delved into how TVET can integrate and harness emerging technologies to equip learners with necessary skills in the ever-changing world. UNESCO-UNEVOC presented its TVET Innovation Framework to more than 200 participants from business, government, and academic sectors, including INA stakeholders.

European-Asian Pacific-Dialogue Forum (UNEVOC Centres in Germany and Switzerland)
The Swiss Federal University for Vocational Education and Training (SFUVET-UNEVOC Centre in Switzerland), Federal Institute for Vocational Education and Training (BIBB-UNEVOC Centre in Germany) and Institut für Bildungsforschung der Wirtschaft (ibw) held a ‘European-Asian Pacific-Dialogue Forum’ at Didacta Asia 2024. These leading TVET institutions presented joint efforts to offer advisory services and support partner countries on dual VET reforms.
